geonames - very dirty
vk [ru, en]
netload [55k, ru, en]
WorldCityLocations [10k, en, geo]

Найдя базу стран, регионови городов, можно, используя цикл по всем городам, можно присвоить им координаты с помощью модуля для Python - geocoder ( https://github.com/DenisCarriere/geocoder )
