Where can I get Source SDK Base 2007?

This SDK is required for Black Mesa Source. The Mesa installation guide says that the SDK has been available for free since 2011, but the link to it is hidden. Steam search doesn't work either.

Something like this can be downloaded from torrents, but if there is (if there is) an official opportunity, it is better to use it.

Right-click on the steam icon (it should be installed), open the store. There, in the top menu, click "View" and select "Tools". There will be a bunch of everything on the list, there is also a Source SDK.
