I am developing a website for getting acquainted with traffic rules and passing tickets, as well as an exam on official issues. But the problem arose - where to get the questions themselves, as well as images for them? Is there an API or some kind of open database for developers?
I googled long and hard, but could not find an answer to my question.

In general, these sets of tickets must be approved by some internal order of the Ministry of Internal Affairs, which is not publicly available. That's why nothing is screwed up. Should be called something like "On the approval of guidelines for conducting qualifying examinations for the right to drive vehicles." Of course, no API or database for developers exists and most likely will not appear in the near future.
I see two exits. Contact the traffic police officers involved in taking exams and ask them for an electronic version of these manuals (it is better to look for people holding positions in the traffic police departments in the regions or the traffic police of the Ministry of Internal Affairs of Russia, in general, not from district inspections)
