I suspect nowhere. By the time you've been studying for five years, everything will be out of date. In addition, in electronics, the obsolescence rate is still somewhat lower than, for example, in IT.
The best option, study and practice in parallel. For example, three days of study and two days of work or something similar.

Actually, any radio engineering faculty.
But there is one caveat. They do not teach programming arduinos and assembling funny robots. They mainly teach matan and all sorts of boring subjects like TAU. And practical skills will still have to be obtained at the place of work, at least another 2-3 years. But radio engineering education provides a great fundamental base that will not become outdated.

No university will provide a modern base; rather, they will generally beat off the desire to develop in this area. Teach yourself, there is a lot of literature on the Internet + YouTube + look for a real job / practice
