5. I would like to have a binding of the city / region to the GeoIP database.

Perhaps these will be different bases, now we use FIAS for Russia.
The VKontakte database is suitable, but it is closed and there is a limit on requests (maybe I'm wrong).
For example, "Sosnovy Bor" - more than a couple of dozen settlements in Russia, including, it seems, 3 are located in the Leningrad region. We need a base in which all this will be.
