Where can I find the law to allow distribution of music/videos to friends or family members?

There is a law in the Russian Federation (and most likely not only in the Russian Federation), which states that you can transfer legally purchased music to friends or family members. But I can't find it.
And, if there are people who understand this, then tell me one more thing ...
Is it only in the Russian Federation or somewhere else? Where can you read more about this?
