no CMS at all, joomla is best suited for such a thing

You can implement it yourself as 2 fingers. you need 1 Ajax request on the client that sends the element identifier (whom to like) and the +/- parameter itself to the server. On the server, a handler for this request that will save the action. But you can also look for ready-made ones. Offhand, the longest process here is styling.
