Where can I find literature on fast entry into machine learning?
Machine learning labs started at the university. We studied the theory about him 2 years ago, now you need to quickly enter in order to make labs and forget again. They gave us formulas and said that's easy, take Pascal, derive algorithms and write programs. As I understand it, you don’t need to take special libraries, you need to do it yourself, but I don’t understand how.
For me now it's like writing a website. But I don't know what HTML & CSS is and how it should work there.
Question: is there a free (I don’t have extra money :( ) resource so that you can delve into machine learning in order to write, according to the teacher, the simplest application even in javascript?

I won’t say anything about resources, but I personally wrote my first neural network from scratch using these two articles:

It seems like the theory is not bad, and the style of narration is very even nothing.
