Where can I find KLADR or FIAS dump in sql?

We need a base where there is:
-Region
--District
---Locality
Where can I find it? and is it possible?

I can share mine . There is not an exact KLADR dump, but a slightly reworked one for our own needs (all irrelevant entries have been removed, a column with the names of parent regions has been added). The fields are as follows: KLADR code, settlement/region name, abbreviation, postal code, names of parent regions (separated by commas). KLADR version dated September 26, 2014 (124).
