Where can I find a service for receiving SMS to fixed numbers?

I'm trying to find a service where it will be possible to purchase numbers (in any country) for stable SMS reception, but everywhere I come across some restrictions: either you can buy only 1 number (proovl), or you need a bunch of documents and contracts (any RF service).
Help, maybe someone faced a problem...

look at zadarma.com
they seem to be able to receive sms to ukrainian and american numbers
