Where can I find a list of free movies?

There are many free movies on megogo and film search (new).
Why are they free?
Is there somewhere a list of films that can be legally / semi-legally put on the site?
Can I download free movies for a moment, download from torrents not in the best quality and put on my site (the voice acting is not from the moment)?
