Where can I find a graphical cycle editor?

How can you create and edit cycles, like a picture:

There are many certain cycles 1,2,3. Each cycle goes through some elements A,B,C,D. There may be common elements (B12, C13). Each element can have an image, title and description.
The basic unit here is the closed cycle. If not for this, theoretically some graph editor would have come up. Although, if there is a graph editor in which you can link a certain set of vertices into a group, then this one will do.
