We need a person from the Russian Federation to work on a SaaS project.
Advise where you can find the most adequate people who know how to code on this framework?

Phalcon is not such a complex framework, IMHO.
You can find a person who understands some other popular PHP framework, because in order to understand the basics of Phalcon, I think it takes about a week (two) with full-time employment with your project. The framework is well documented.
