Where can I find a good math and programming tutor?

I'm 25 and just started learning programming.
I don’t have the money to go to university and I don’t have time because of work either.
As a basis, I took the training program from Google "Guide for Technical Development". Studied and proficient in markup languages and CSS. I almost mastered the course on the basics of programming on Udacity and started studying the course in mathematics (MIT). Here I am very stuck, as I am weak in mathematics. You can say zero. We really need a teacher who will set the right guidelines and give the right direction. I could do it myself, but I would like to increase the efficiency. Thank you.

Look for universities. Find out from students which teachers are good and try to negotiate with them.

I don't have money to go to university.
Approximately 500-1000 rubles per hour costs a tutor (university teacher) in the province.
It will be ten times more efficient than universities in the same time.
