Where can I find a flexible, customizable client frontend for SQL Database?

Hello!
I'm looking for a frontend for a SQL database, preferably web, but also possible as an application (Win).
Free or low cost (<$300 for all users over a dozen)
What is: - the office has a fairly large number of tables, lists, just connected data that are now in a thousand and one Excel & Word files on a common disk. I would like to transfer all this to a database (I can do this) and have a certain client interface for working with them (and here is the problem)
What you need is to get a client application to work with an arbitrary database (which I will create myself, on my server) ), with a built-in privilege sharing system.
Something like access only not so strange. The essence is purely informational - to show, edit, without additional logic.
For example, a table with a list of employees, a kind of reference - in fact a table with a form (or even without it, with "inline" editing)
A table with a list of jackets, for example, with a link to employees.
Subdivision tree (here, by the way, is the biggest problem, there are almost no trees anywhere)
A table of something with reference to the subdivision tree.
Etc.
The employee launches, looks at what is needed, edits if possible and rejoices.
Knowledge in web programming is limited (I worked only with "pure" php, and it's much easier for me to write it myself than to figure out how to do it with some Yii, and therefore it will take a lot of time. It's the same with the visual part - sketching a layout with bootstrap is not difficult, but with js I worked only with pure js, mastering frameworks will also be bloody). So I leave this, seemingly the most logical, option like "write your own bike" as a last resort.
I tried:
1) My Visual DataBase ( drive-software.com/myvisualdatabase_ru.html) is wonderful, free, with Russian developers, but the database is in a sqlite file (which is not so scary) and there are no trees (which is fatal).
2) DCL5 ( sourceforge.net/projects/dcl5/)same as 1 but crooked and no trees.
3) WaveMaker ( www.wavemaker.com/) - it looks like what you need, but for relatively simple things (like trees) you need to write scripts that require quite a lot of knowledge of the platform.
What else can you see? If there is no finished product, what is the best tool for web applications? With code generation and harlots.
