Where can I find a community of interest?
I work in a small company as the only programmer in the state, almost all of my surroundings with whom I communicate are not interested in my hobbies or they simply do not understand them, or I am not interested in discussing this with them. I want to find like-minded people - people with whom I could share my ideas, and they are with me, not only on the Internet but also in life.

a typical problem in the regions, the lack of an IT market as a result of the lack of an IT community. Unfortunately, there is only one way out, it's time, like all other IT people -> to move to Moscow or at least St. Petersburg.
Perhaps you need to go to some conferences / events in your city, where you would make acquaintances :-) If you have some idea to implement, then for example, find colleagues from the city on freelance exchanges / VK / my circle / others places with candidates and chat with them - offer to work together, do something of their own, etc.
University? :-)
In VK/habr. Find the "python" community, for example. Start chatting in topics / on the wall - over time you will find like-minded people. Then it's up to the small thing - to meet live / continue to communicate.
At one time, the qweqwe and ads groups were active, I met a couple of interesting people there, with whom I keep in touch to this day. (5+ years)
I agree with littleguga . First you need to find a community that will be interesting. Further, the matter
is small ... Or try to find like-minded people in your city. There are no other options, unless you have plans to start through "I can't" be interested in those things that your colleagues are fond of.
Or else, create a common interest. This is called corporate team building. At one time, we very often went to some events together (for example, paintball), it was fun and then we could discuss something together.
Frosty 87 : Have you tried to involve at least someone from your environment in something that you would like to attach to? You can teach, tell, try to drink together! The fact that someone is not a programmer is not bad, maybe he is a good organizer and then "hello startup". Maybe someone wants to learn programming, but does not understand where to start?
But first of all, you need to ask yourself: "What kind of community am I looking for? For what? What exactly am I missing?"
There is a saying: "Change yourself, the world will change."
In contact, you are looking for the largest "php" group. In the group, you filter the participants by city and / or university.
For example: vk.com/search?c%5Bgroup%5D=12188866&c%5Bname%5D=1&...
You write the most adequate, you offer to chat/create a community.
Ready.
