I have an objective need to learn C++ but faster than I can do it from books or online courses. Where can I find a Russian-speaking C++ tutor to speed up the process of learning this language as much as possible?

For starters, indicate your level of knowledge of other languages, experience, and so on. With knowledge, such as Java or C#, the pros can go easier.

I believe that in programming, as in any business where skill comes with age, you should not look for easy ways. What level do you need and how much time do you have? You risk losing money for a minimum of new knowledge.
