Where can I ask a question about the reasons for blocking my Gmail account?

Faced with the fact that Google blocked my mail account. When I try to access the mail, the following message appears: This Google Account has been disabled. .
Where can I write and ask about the reasons for blocking and about the possibility of restoring access to my Gmail account ?
I have not logged into my account for some time (about half a year without activity), but I do not consider this a good reason to block the account. In this account, I had some important emails. Where can I go to resolve this issue?

Gmail accounts are not disabled for inactivity.
Disconnected for violation of the Terms of Service, such as spam.
If you did not do this, then there is a possibility that the password from your mailbox was guessed, or there was a leak of passwords from the browser (malware and unencrypted password database in the browser).
