Where are the settings for user groups in opencart3?

Where are the settings for user groups in opencart3?
in the 2nd branch I can’t find
the System / user groups in the 3rd branch at all

Probably someone "hid" them for you.
And so everything is in place.
Even if you are in the administrator group, this does not mean that you have rights.
This problem may be related (although I doubt it) with max_input_var

Go to "user groups" Select your group -> highlight all rights -> update and save. -> then clear the cache.
