Where are our sites?

It's no secret that the law will soon come into force (No. 531-FZ "On Amendments to Articles 13 and 14 of the Federal Law" On Information, Information Technologies and Information Protection "and the Code of the Russian Federation on Administrative Offenses":
The technical means of information systems used by state bodies, local governments, state and municipal unitary enterprises or state and municipal institutions must be located on the territory of the Russian Federation)
In this connection, a very relevant question arises, where are our servers based? Which hoster can issue a certificate about where our sites are located?

Here is what reg.ru replied to:
Partner Department
Hello!

We do not provide an official guarantee letter .
All our servers are located on the territory of Russia, our company has received a license to provide telematic services on the territory of the Russian Federation.

that is, to put it mildly, they just "sent"

You are not approaching the question correctly.
The question should be put like this: What can not be done so that it does not become clear that I am not using our servers?
It is obvious that this is a law of selective application and the site will be located where the prosecutor says.

I think it will be easier for you to go this way
Domain -> IP -> location
Domain You know, IP can be found with the command
nslookup vash-site.ru
where vash-site.ru is the name of your domain
and you can determine the location and owner of the IP on the
leader.ru website /secure
by typing in the IP in the Whois window,
although I just checked it - it’s quite enough there and determine all this by domain, excluding IP from the path

It is now being discussed there that it will also be possible to host in Europe (in Holland and Germany for sure). And there is nothing about papers in the bill, again.

You need to store only personal data in Russia. If you do not have data, then keep the site even in Africa. And if there is data, then take any server in Russia or hosting, and make a copy of the database on it. With the data of users, according to the law, everything will be respected.
