Who is in the subject now, can tell you where and what are the relevant resources for the front-end: I have been using htmlbook.ru and w3schools.com since my studies - these were the resources where it was written in an understandable language, and of course video tutorials from "specialist". Now probably a lot has changed, share good advice.

3) Subscribe and read weekly front-end digests (well, or just go to the site and read issues there):
a) javascriptweekly.com
b) css-weekly.com
c) tympanus.net/codrops/collective
d) habrahabr.ru/ company/zfort - they have the largest digests, there are a lot of design / news / cool sites and more.
(Accordingly, links in all these digests are often repeated, so don't be afraid of volumes)
4) codepen.io - look at the code here, get inspired by other people's work and saw your own.
5) Go to twitter, subscribe to cool developers, a lot of usefulness also slips there.
