Where and how to create and store small databases without organizing a server?

The question is ... as a standard, when an application is developed for collecting data and further presenting information, it can be represented as: collection form + database + report form.

For example, in any language, even in Excel, a data collection form can be assembled. Suppose. that there was a server, they raised MySQL or something else on it and started writing there, but Power BI collects this data and presents a report ... or the same Excel. Everything seems to line up logically.

However, I do not have the opportunity to raise a server and a database on it along with an automated control system ...

The question is ... is there any alternative, let's call it a "cloud server", preferably with free access where you can simply create your own database?

There is. It's called "the cloud".
You buy a VPS, deploy a base there, and estimate access there.
But I don't understand what's stopping you from raising the server even on an office PC.

Not free. Sometimes there is a free period. Any cloud providers that provide a "base as a service" will do - Clouds Yandex, Mail, Amazon, etc.
Amazon has such free conditions
The AWS Free Tier for Amazon RDS offer provides free use of Single-AZ Micro DB instances running PostgreSQL. The free usage tier is capped at 750 instance hours per month. Customers also receive 20 GB of database storage, 10 million I/Os and 20 GB of backup storage for free per month.

Google DBaaS, I won’t recommend specific ones, you can’t count on free ones.
Other options involve installing a server or at least setting up data shares. For example, you can use the SQLite3 database and share it between machines. It will be a simple file, no DBMS or system services.
