In most cases, as I think, because backing written in php is cheaper to maintain (at least if the project is small).
PHP programmers are cheaper and easier to find. This is the only reason. Why? Because the entry threshold in php is lower.
In Java, the entry threshold is higher, that's a fact. But writing a backend in Java (when you know how) is no more difficult than in php, IMHO, even much easier.
Because:
1) Hosting is much cheaper and less demanding.
2) In php, in the case of outsourcing, it is easier and cheaper to find a contractor.
3) If the product has become popular and has "grown", then many consider it inappropriate to rewrite it in real time.
4) there are more de facto php developers than java developers.
