When would you choose to store information in files rather than in a database?

Hello everyone, I apologize in advance, maybe the tag is not correct.
I was asked a question on the test and I could not answer it, because there is little knowledge in this area!
I duplicate the question "When would you choose to store information in files rather than in a database?"

It is almost always easier to use a DBMS It is
possible to store in files if only one user can record or the file lock mechanism is organized manually not involved Special case - config files

Images, sound, video and other media should preferably be stored in files, and a link to the file should be stored in the database.
It is also desirable to store javascript in files, and not in the database.
