When trying to connect to the MySQL server through the ODBC driver from 1C, the error “odbc. sqlstate hy000 error number 2003". What could be the problem?

Error Description: [MySQL][ODBC 5.1 Driver]Can't connect to MySQL server on 'ip-address'(10060)
MySQL server is on Windows 8. Port 3306 is open in the firewall for incoming connections.
What could be the problem?
