When to use framework and when cms?

There are many vacancies where wordpress or opencart is required. And somewhere they require yii2 and the like. Does this mean that their ready-made cms are not satisfied with something and they want their own functionality for the site based on the framework and adding their functionality to php for example? I made the functionality of the site both on the VP and on pure php without a framework.
But I have not yet understood what makes some people use ready-made solutions (cms) in a simple business card or a site with 2-5 pages that needs an admin panel. Or frameworks, they already have their own framework and admin panel, but as for me, I need to finish more. It is clear that if the site is unique, then you need to write from scratch or based on a framework, but if this is a business card or a site of 2-5 pages, then why do frameworks run out? Сms will be easier and if you need additional. you can add functionality to the same VP yourself, why take yii2?

CMS (Joomla, Wordpress) - started working, for very typical sites. Or for a very low budget. You can do anything, but everywhere you will run into the framework of the CMS, and shit-code hacks, etc.
Again, taking a CMS out of the box with functionality that you don’t need is an extra load from scratch and limiting yourself in freedom of action.
Framework(Laravel, Yii) - there is no functionality there, you have to write everything. Actually, they take it when you need to do not just another blog or business card site.
CMF(MODx, Drupal) is a hybrid of the two previous points. MODx is the most striking example.
There is some out-of-the-box functionality for managing content and structure, but you have to write the main functionality yourself. You can even do it through the admin panel (well, if it’s completely boring).
But the most severe of all options as for me. Almost did not use, picked a little MODx. "Chip" CMF did not understand for myself.
