When to “feed” the site to search engines?

Hello comrades!
I made a website for a customer, put it on CMS (Modx), and then I have a question:
What to do next? I have identified 3 possible, in my opinion, options:

1. Put the site on hosting, and tell the customer to fill it with content (services, etc.), and then add the site to Yandex/Google webmaster
   
2. Fill the site with content (services, etc.) locally (open server), and then, when everything is ready, upload it to the hosting and add it to Yandex/Google webmaster
   
3. Put the site on the hosting, add the webmaster to Yandex/Google, and immediately start filling it
   

Friends, what to do? And are there other solutions to this situation?
