The easiest test is to pull out all the RAM and try to start the PC. He must beep. If it doesn't beep, go change the motherboard under warranty. If it beeps - similarly go change the processor. There is a small chance that the burned-out processor is shorting the mother and will not allow the test to pass - then there will be no squeaking because of the processor.
Naturally, you should make sure that the "tweeter" itself is physically present. And then for the last time I came across an assembly kit where it was not.
