When should a web designer resize images?

Hello! I am new to web design, I recently came across such a concept as "resize".
So, tell me, please, unenlightened, how to resize images? Which images to resize? Do you need to attach cropped images every time you submit a layout for a future site?

In general, use the vector as much as possible, if you work in Photoshop, use smart objects, then the images can be pulled out in their original form. Try to make all raster graphics with a margin of 2x so that your layout looks clear after layout on devices with high ppi. With this approach, you do not need to attach images to the layout separately, but always attach fonts.

Do you mean, apply to the layout all the images from it, in two times the size?
It seems to me that this is the last century. Why tear out pictures from the layout if they are in the layout? So insert them into the layout at a two-fold size (and change the size as you like), if you do not rasterize them, they will remain that size. A normal layout designer has all the necessary tools to "cut" pictures from a layout in their original size. I don't think you need to worry about this. I speak as a "layout".

While a beginner, it is better to immediately switch to Figma, because Photoshop is not for web design. Photoshop is a versatile tool that has many functions, it is not specialized in the intricacies of web development, and does not solve such issues.
In Figme, you won't need to think about resizing and it will reduce the number of errors to a minimum.
