When saving a message to the runtime/mail folder, "=" is replaced by "=3D", how can I fix it?

I want to save a message in runtime/mail via swiftmailer, "3D" appears in the saved message.

It looks like this:
a href=3D' basic/localhost/activation/6cd5d398e0fbe7a71ad6 '>Activate account
As it should:
a href=' basic/localhost/activation/6cd5d398e0fbe7a71ad6 '>Activate account
