When mobile internet is connected, the hotspot function is disabled. How to fix?

There is a SIM card mts, the Internet is connected to it. There is a need to distribute it. To do this, using standard tools, an access point is created on Android 5.1.1 Oneofakind firmware. But when the function of data transfer via the mobile network is enabled, the access point reboots cyclically, then starts and then ends. If at this moment you turn off data transfer, then the access point starts and does not fall anymore. It is visible and you can connect to it, but accordingly there will be no mobile traffic.
The same situation with the USB modem function, when data transfer is enabled, it does not cling to USB (debugging is enabled, the drivers for the phone are adequate), as soon as we turn off the mobile Internet, everything immediately connects to windows.
