When the limit is not exceeded - at what time of the day can you send 30 requests to sendMass again (when the send counter is reset)?

At the moment, the counter goes from the first notification, so after 24 hours from the previous first sent, but this logic can change, so it's better not to get tied to it.
The correct scenario is to keep a queue of notifications, send them to us one at a time until the limit is reached, then later (say, once an hour) try to continue.
