When is it better to use python on the server side instead of php?
In what cases is it not a matter of taste, but the right decision?

This is a matter of taste, many people think that php is slag .. they think that php is old and long forgotten ... they are interested in node.js , python and other technologies, but the most important thing is that the language is not important, but the programmer who implements the task is important ... a programming language is a tool.
.and to tell the truth - it's fashion .. just a tribute to modernity.

For various online stores, blogs, corporate websites in a hurry - PHP
Python (IMHO) should be used if you are writing a non-standard web application (although PHP frameworks such as Symfony or Laravel may be suitable here).
In other words - what you know how to do, and what you personally feel more comfortable with - write on that.
PHP has been dying for a very long time. But it will still remain relevant for a long time.
