Of course, Windows 7 :) - it does not have drivers for USB on modern chipsets.
The simple solution is to buy the cheapest PS/2 keyboard and use it to install the system (you can do without a mouse during installation). Install drivers from AMD, after that USB ports will become available.

You need to add usb3 support to the Windows7 installer manually or with utilities. Gigabyte, for example, has a Windows USB Installation Tool that you run and in a few minutes it does everything you need.
