When installing Phalcon DevTools on Windows. What to do?

I downloaded phalcon devtools from github , unpacked the
archive at C:\phalcon-devtools,
added the path to the folder (C:\phalcon-devtools) to the system variables
I write "phalcon" in the console. Gives out the following:

ERROR: Phalcon extension isn't installed, follow these instructions to install it: https://docs.phalconphp.com/en/latest/reference/in...

Help me please. Thanks in advance!
