When executing a group policy to create files for local users, subfolders are not created. Any ideas what's the problem?

There are few options: most likely a lack of rights. I would try to implement this through a PowerShell script, putting start-transcript / stop-transcript at the beginning and end. And would have a documented understanding of what is happening.
