When do you need to flush the cache through the console, and when not?

This is my 1st Symphony2 project.
when I'm in dev-mode, I didn't notice the case at all when you need cache: clear, or did I miss something?
when in prod after what actions reset? I know what is needed after changing twig, yml files. after what else? after changing controllers and other classes you need?
