When creating a Windows Store app with the "Blank App" template, the "Common" folder is not generated. How to fix?

I am creating an application for the Windows Store, the "Blank App" template. The standard folder "Common" is not generated, it is not in the solution.
Windows 8.1 Enterprise Genuine. Visual Studio 2013 Ultimate Genuine. Didn't seem to change any settings.

Add a non-bank page to the project and the studio will offer to add the missing elements, incl. and Common folder. Then the unnecessary page can be deleted.
