When comparing Scikit-image and OpenCV, how do they compare?

The task is to recognize the shape (circle) and color of this circle on the video in real time.
Will Scikit-image work for this? If so, would it be an easier solution to learn than with OpenCV (it's definitely possible there)? Well, in general - is Scikit-image a lower threshold for entering ComputerVision than OpenCV?
