When broadcasting via Winamp SHOUTcast, no one sees the radio and an error occurs, can I solve it?

I'm trying to set up broadcasting from winamp from my computer, firstly no one can connect to listen, and in the SHOUTcast itself an error occurs

tried googling, disabled firewall, nothing should block connection but no success
