After several warnings through all available channels of communication, it is quite ethical.
In the end, everything ended well: the client showed up literally at the moment when I launched the ftp client to block the site, paid for the work and charged for the delay =))
If there was no contract, you can also suspend it, having previously phoned and learned about his health and memory, whether he has forgotten about you.
For the future, the client receives the project after payment.
