What would you recommend a way to determine the geolocation in the field?

Task: determine the distance to certain points on a field or in a rare forest on an Android smartphone.
This is required for the development of an "anomaly detector" emulator for the game "Stalker" in reality for VTI.
In an attempt to implement through a blue tooth, I ran into a problem that one phone picks up a signal from a bluetooth tag with a power that is an order of magnitude different from the signal from another phone, as a result, one device thinks that it is already "deep" in the anomaly (the signal reception area from tags with N signal strength), the second one believes that it is still to go and go to it, although in fact it is 30 meters from both devices.
What would you recommend to use to implement this? There are ideas to deploy a wi-fi network of a couple of powerful repeaters and catch the response time.
