Greetings! A desktop computer with almost the same hardware works fine on Windows 7 x64 Ultimate. If you are chasing appearance, try to put 8.1 or stay on the same 10-ke. Need performance - put 7-ku, but do not force it with all sorts of tweaks / patches.
add 4 GB of RAM, and you have a budget ssd and a dozen flies on this hardware.
install 32bit versions of 7 or 10.
In general, performance should be similar to 7 to 10, but it depends on the hardware.
Somewhere I went faster than 7 on the old one, somewhere around 10.

And the problems with the fact that the computer has become less responsive may not be related to the OS, but for example, overheating or problems with the winch or a crooked image, or if the OS was placed on top and crookedly stood up or the work of a third-party program that was not on win 7 or which got crooked on win 10, maybe the settings are not the same, on win 7 for example all additional effects were disabled, and on win 10 everything is in full.
According to my subjective feelings, win 10 is faster than win 7
