What will save you from spam?

Spam penetrates through the comment form, CMS Codeigniter, changing the captcha did not help, I'm not a programmer, and the hired ones could not cope. I have 2 clone sites, in one spam goes under articles and in the other only in the "Internet reception" section. I don't know the developer of the site, but later I took on the project.
