The frequency of messages is limited to 30 messages per second, 20 messages per minute in chats and channels.
20 messages per minute is not enough for a bot.

The question arises: if the limit is exceeded, what happens?
Obviously the bot is throwing a 429 error
. Do the messages just stop being delivered to the group? Does the cart ignore them?
Will messages be delivered later?
Won't Telega block messages that the bot sends to users?
