What will be contained in the referrer when you go to someone else's page using a link from my page?

Developed "foreign" site want to restrict access. It's not clear to me whether the full URL of the current page will be there or only the URL of the site root?

Well, I answered you in 20 minutes: there will be a full url, if the user has not specifically blocked it with the browser config.
