What virtual PBX can work well with SMS?

You need a virtual PBX that can handle regular calls, including international calls, in both directions, and that can send, receive and process incoming SMS. We need to receive the text of incoming SMS in order to make our own webhooks based on these texts.
Are there any such services? Because I have not even found normal virtual PBXs yet, which generally allow you to exchange SMS even in the usual manual mode.
