What version of tls is being used?

on this screen there are 4 announcements of the tls version
which one is actually used?
of course you will answer 1.3 and this is correct,
but why does the protocol announce 1.0 and 1.2 more inside?

The client sends a list of all available protocol versions that it knows how, then the server will choose which one to communicate with.
