What utility would you recommend for offline CodeReview?

There is a small C++ project (builder 6 to be exact) from junior that needs to be reviewed. Throwing it into our Fabrikator just for the sake of it is reluctant. Is there something offline?
Before that, I did similar things simply by writing down general remarks in a notebook, but this is somehow inconvenient.
