What types of videos are supported by all Android devices and iOS out of the box?
I would like to distribute videos for users of mobile devices. Provide download links. And the video format should be played on any device without additional players and codecs.

As far as I understand, we are talking about pre-recorded files. If so, you can upload them in MP4 format - and they will be available via progressive download.
If you decide to give live streams, then HLS will help you, starting from Android 4.1 it is played natively, and in iOS it is a native format.
